Top concerns of the constituency are domestic disturbances and narcotics, though crime rates have decreased overall in the surrounding area, according to District 11 Chair Bryan Ramson Jr.

The meeting is held in-person at Chicago Public Library - Legler Regional Branch (115 S Pulaski Road). The meeting is scheduled to begin at 6pm.

The reading group prior to the meeting begins at 6:04pm, led by council members Bryan and Jocelyn. The topic of reading and discussion is Executive Order 11246 (1965) because of Trump's move to recently rescind it.

The reading group is called the Fred Hampton & Mark Clark Reading Group, held regularly before each of the 11th District's Police District Council meetings.

Bryan Ramson, Jr. – Chair & Jocelyn A. Woodards – Nominating Committee are present. The third Police District Council Member, Alees Edwards – Community Engagement, is absent. Bryan tells me that she has been absent at Police District Council meetings since July 2024.

The regular meeting is called to order at 6:32pm. Five people (excluding me) are in the audience so far.

The minutes from last meeting, on January 14th held in the same place, are read aloud by Jocelyn and Bryan. The January meeting minutes are approved.


The meeting moves into the Status of the 11th District part, presented by Bryan.

The main topic of requests in PD11 are domestic disturbances first, then narcotics.



The district councils have started a planning group to prepare for quarterly meetings with the Chicago Police Department where they help evaluate the police's budget, strategic plan, etc.

The Community Engagement Coordinator Report part of the agenda cannot happen because Alees Edwards (Community Engagement Council Member) is absent.

Attendance has increased. There are now 7 people in the audience (excluding me), including a female CPD officer.

Bryan next reports on General Order 01-11 which is awaiting Mayor Johnson's signature to pass.

Both amendments listed on the agenda passed. The second one, Bryan notes, is in response to how the absent council member was past acting inappropriately in meetings, although no specifics are mentioned regarding their conduct.

The next regular meeting is on March 11th, 2025. The reading group will be held at 6pm, and the regular meeting at 6:30pm at Legler Regional Library again, in a meeting room in the basement.
