Independent Monitor Maggie Hickey gave an overview of the Consent Decree.

The meeting is called to order by District Council Chairwomam Lovie Bernard.
All district council members are now present along with special guest speaker- Maggie Hickey who is the Independent Monitor for the CPD Consent Decree. Which is a legal document that requires changes to CPD’s policies and practices to improving policing for all Chicagoans.
The IMT Monitor Maggie Hickey, who is Former Executive Inspector General for Governor Bruce Rauner is in attendance to present the overview for the Consent Decree.
The IMT is the Consent Decree categorizes the City’s compliance in 3 levels: preliminary compliance, secondary compliance, and full compliance.
Hickey says that she thinks Community Engagement has been her “sweet spot” in this current role as the Independent Monitor because it is so important to keep the community involved in this work to invoke real change.
The IMT currently holds a Citywide Community Survey, every 2 years in which they seek input from community members to help with strategic planning and reporting.
The IMT assesses the City of Chicago’s compliance with the requirements of the Consent Decree. The results for the various city entities were: 34% in Preliminary Compliance 42% in secondary 16% in full compliance 7% not in compliance
Some of the City’s achievement in the most recent report were: -CPD continued to track implementation of the Community Policing Advisory Panel’s recommendations -the city and the CPD’s extensive planning resulted in very few instances of use of force during the DNC
Some ongoing challenges are: -CPD has still not implemented an officer suicide prevention initiative. -CPD’s internal reviews of use of forces cases still remains backlogged.
Chairwoman Lovie Bernard asks for a motion to approve the minutes from the May 22nd meeting. The minutes are approved.

Nominating Committee, Gloria Jenkins, announces that the nominating committee will be revving up for vacancies soon. More info to come at next meeting.
The next 4th Police District Council meeting is scheduled for Wednesday July 23rd at 5pm at Avalon Library located 8148 S Stony Island.
