CCPSA commissioner Aaron Gottlieb gave a presentation on and answered community questions about the current status in creating a CPD policy on traffic stops, including adding the policy to the consent decree. Resources and strategic plans were also presented.

There is talk about how traffic stops will be a part of the Consent Decree that Chicago is being monitored upon.

Formal rules of this consent decree be planned during June. The Attorney general, independent monitor, a judge, and the Chicago Police Department are all supposed to participate.

Reasonable articulate suspicion is now being discussed which is being said is more than a hunch but less than probable cause. The rationale for the stop or cause would need to be stated in the reports. Justification around consent to search is important to note in these reports

There has been no informal decisions because the Commission isn't in agreement on everything

Certain low level stops, pretextual stops which isn't always the reason you would stop them, and consent searches is what the Commission agrees to in certain circumstances but also know there is a power imbalance issue.

Nothing in the policy would stop pulling someone over for running a red light or excessive speeding is being shared by the Commission now

Safety infractions for stops should not be primary reason for stop for plate placement issues unless a higher infraction such as speeding would be the primary reason based on what the Commission is sharing.

There is a question around lower level stops. The Commission is concerned about equipment infractions which could be to poverty being the standard to pull people over.
