CCPSA commissioner Aaron Gottlieb gave a presentation on and answered community questions about the current status in creating a CPD policy on traffic stops, including adding the policy to the consent decree. Resources and strategic plans were also presented.

The CCPSA meeting was scheduled to start at 4pm in Logan Square at Grace Church

This is the 14th district, it covers Humboldt park, Avondale, Lincoln park, West Town , and Logan square neighborhoods

There was a public comment period happening which expressed some disappointment with a former commander who was at a previous meeting,

There was also concern over safety of using Ubers in the evening about safety





There is talk about how traffic stops will be a part of the Consent Decree that Chicago is being monitored upon.

Formal rules of this consent decree be planned during June. The Attorney general, independent monitor, a judge, and the Chicago Police Department are all supposed to participate.

Reasonable articulate suspicion is now being discussed which is being said is more than a hunch but less than probable cause. The rationale for the stop or cause would need to be stated in the reports. Justification around consent to search is important to note in these reports

There has been no informal decisions because the Commission isn't in agreement on everything

Certain low level stops, pretextual stops which isn't always the reason you would stop them, and consent searches is what the Commission agrees to in certain circumstances but also know there is a power imbalance issue.

Nothing in the policy would stop pulling someone over for running a red light or excessive speeding is being shared by the Commission now

Community policing, clearance rates, and solving cases are the ways the Commission would want to reduce crime.

A question regarding using your own film to document an encounter with officers should be allowed?

The Commission says your right to film should be protected in most cases.

A concern where police stops were frequently happening at kedzie and Fullerton but blocks away their were more car thefts happening

Safety infractions for stops should not be primary reason for stop for plate placement issues unless a higher infraction such as speeding would be the primary reason based on what the Commission is sharing.

There is a question around lower level stops. The Commission is concerned about equipment infractions which could be to poverty being the standard to pull people over.

There was a follow up question about class a misdemeanors including theft and the standards for arrests.

Over criminalization of searching people and marijuana odor would put CPD out of compliance


Impeding an investigation is apparently one reason an officer can ask you to stop recording which was mentioned by the Commission

Engaging Community on CPDs District Strategic planning process is being shared in person and over QR codes now


Input from the community is very important for accountability and gaining public trust is what is being said and following up on concerns

Having access up to the last 5 years is included. The special order of the strategic plan 02-03-02 was mentioned and how it applies to consent decree.

5 major steps include Community Conversations with the a draft plan which would include District advisory council,


Scanning, analysis, response and assessment or SARA is what they use in problem solving

Four groups which include youth, elders, businesses, and potentially affinity groups including lgtbia for example in their plan for community engagement


The presenter has concerns that the quarterly standard isn't always happening and needs to work with other community partners to do better

A question regarding transparency came up. The response was to ask for more in the planning for example physical copies available to review before a meeting.

A concern about going to their district to ask for copies rather than somewhere online or just a QR code is being discussed for better public knowledge.

The speaker from the 11th district is wrapping up his presentation about honest correspondence to solving community problems

This document is a recorded state record and asking for what is outlined is what is being proposed

Public school councils are being suggested as one public group that should hear about these public documents and weigh in on them


A second workshop for self defense is coming up in early June is being made as an announcement.

An exit survey wasn't officially given after the workshop but the Commission says people there seemed to leave happy

Financial forecasting and logos are being discussed and the annual budget. The t shirt expenses and other potential trainings or alternatives. Around 5000 is available for the year.


Board of ethics was mentioned as to why finance keeping records is so important

There is mention about short staffing in keeping minutes and how to fulfill those duties


June 14th is their next meeting at 1pm, which is a Saturday. Accessibility options are being looked at a public library in Bucktown.
