First action item- approval of the fiscal year 2026 budget for Low Income Public Housing Program- discussing
$30 million increase- HUD approved action plan allocating $33million for capital improvements- city council just accepted on Tuesday.
Commissioner Seybert had some concerns-
? Grant and when funding would be received.
Was advised working with over site and finance team..similar to last year- but just at phase one- due to HUD guidelines.
6 months starting July 1st-
Working with coinciding and housekeeping etc to stay compliant.
Commissioner Seybert ? Admin fees- was advised some are vouchers- items on this budget that were less or missing last year was because they “are getting better”.
They have been applying for grants and funding and have been getting more.

Commissioner Williams advised Councilwoman Waters reached out to her -is trying to set up meeting for tenant voices. Pres Hosey advised they should be in those meetings.
Commissioner Cowan ? The $600,000 ..she thought it was being paid out, but it is being brought in from City funding.

Remote work and flexible schedules- eligibility and performance guidelines…2 days a week remote if they want.
Had lost quite a few workers due to lack of flexibility. Makes it easier to hire.
VP Cowan says it’s the way of the times- helps with getting new talent and retention.

“DAWGS is pretty much a monopoly”…unable to find others to complete…so annual agreement with DAWGS.
Need them to preserve units from theft.
Example- Cabinets stolen as soon as families move out.

Youthville has construction program where youth work with contractors working on the HUD housing.
They also offer some jobs.
Dept monthly reports…Pres Cowan told them if they don’t have anything new no need to report.

Kimberly Sanders managers Friends of Parkside-
Updated Board on events/resources for community.
Such as weekly bingo, computer classes, and senior food delivery.
Next- Mrs Rogers- Villages of Parkside- has back rent issues.
She got a bill…no notices about being bast due.
They don’t have the right amount she owes…they haven’t corrected since she contacted them in January.
Asking for help with back rent.
Pres Hosey asked if she talked to property manager- they told him to go to the offices.
Mrs Rogers said it’s many issued w/ Village of Parkside.
Referred her back to management at Parkside.
Pres Hosey advised to make sure it’s not a process system issue…go thru system to fix.
Next- Sheila- on behalf of her mother…no records before Sept…but says past due.
She turned in check stubs …they couldn’t even find her records.
They say no records but owes money.
Res srvcs..said we will find out what happened…meet with you after meeting.
Next comment- was on zoom- missed her name-
Issue with residences saying they owe back payment…causing issue with community (Villages of Parkside).
Scared of eviction.
They don’t have past payments listed…they don’t have it.

Also having the same problem with getting notices on past due payments..unable to rectify with management.
SEEMS LIKE SOMETHING IS GOING ON WITH PAYMENT PROCESSING AND PAST DUE FIGURES.
They got letters of eviction…yet getting the run around (per Brandy).
Pres Hosey advised this will be reconciled…major melt down of people and we have been celebrating their accomplishments…got to find out what happened so never happens again.
Zachary Rose of Friends of Parkside—-commenting on the issue with rent past due and eviction notices…causing many people to be very upset.
Looking forward to the issue being resolved.
Glad board is looking into it.
