The meeting has gone into closed session.

The meeting remains in closed session. I am linking an article from Outlier that speaks to the Villages at Parkside housing complex, and the DHC's relationship with private developers, and specifically Ginosko – which will be updated on in item VII in the agenda

The commission has agreed to submit the Detroit Housing Commission's Designated Housing Plan to the U.S. Department of Housing and Urban Development (VI action item #1 in the agenda)

The commission is currently discussing renewing YARDI systems (for their internal tech platform, I'm gathering).

And they DO renew the contract (VI action item #2 in the agenda). Some interesting discussion regarding the challenges of communicating with various organizations who use different platforms for their digital interactions and for organizing information.

Resolution numbers 3241 and 3242 were approved and passed (VI action items #3 and #4 in the agenda).

Submitting to HUD the Rental Assistance Demonstration (RAD) Financial Plan for all 10 Gardenview Estates Properties (Non-Leveraged / No Debt RAD conversation) is being strongly advocated for by the Gardenview Estates property managers

(I believe the presenters are from Norstar Development USA)

A lot of discussion regarding RAD (Rental Assistance Demonstration). The tension with the commission seems to be that ultimately they feel RAD does not benefit their longterm goals of sustainably providing low-income housing in Detroit.

That being said, the commission DOES approve resolution 3243 (VI action item

Seemingly they approve out of a feeling that in this particular situation they have little choice but to approve, suggesting that among the options they have none are ideal

The developers, who presented and were part of the discussion, are advocating for RAD for Gardenview, and are essentially implying that they will not be able to maintain the properties unless they have avenues to avoid owing more money

(this may hyperbolic for this situation, but this and other recent situations is making me wonder: how easy is it for developers to just able to hold cities hostage and get tax payers to pay for everything??
