The City Planning Commission, established in 1915, is a body of seven members; six are appointed by the mayor and one is a member of City Council. The commission is supported by a staff of professional planners and architects. The City Charter gives the commission responsibility for preparing plans to guide “development and improvement” of the city and its neighborhoods, and for reviewing all legislation and other matters that concern the “use or development of land.”

NOTE: This meeting could run as long as 3 hours, and because the commission has been holding hybrid meetings – with some people at City Hall and others joining via WebEx – you may have a better view of all commission members in person.

1st on the agenda is the zoning map🗺️ & text amendments for Ordinance no. xxx-2024, presented by Shannan Leonard, staff planner. Title VIIA: Cleveland Neighborhood form-based code. The past zoning code is 96 years old, so an update was needed.

Kinsman was compared to Ohio City. More walkable areas were requested by residents. The zoning code goes over the basic factors for Cleveland. The development patterns are related to when the zoning code came about in Cleveland.

The next item on the code is development standards. This relates to parking & access, parking locations, & bicycle parking.🚴 The last is administration. The next item shown was neighborhood flex. Small retail / services with residential above.

Urban flex was next, an example was shown. That 5 stories comes from past historical buildings. People want to live close to their jobs. Also shown was existing v. proposed plans. Height here goes 3-5 stories. This is a small shop front with residents above.

Moving into the public portion of this meeting.📢 Next on the agenda is conditional use permit: pedestrian retail overlay district. The presenter is Xavier Bay, staff planner. Post cards about this didn't get sent out until 2 days ago, and less than 2 days notice is insufficient.

Matt Zone @zonemat spoke next, and he said you can still do smart development and be without displacement. He is senior VP at Western Reserve Land Conservancy and former @CleCityCouncil.

Public comment on this item of the agenda was next, & it was interesting to hear the opinions on this. Zoning changes are a big deal. It was 50/50 on the public decision. Displacement seems to be the issue here.

The next item on the agenda is special presentations, which are updates to the Transportation Demand Management Policy. Their was a motion to move this forward. For wards 4, 5 ,6, 7, & 15 this motion was passed.

These are some of the key items. The relative housing density is a tricky number to calculate. There is TDM Tiers, new construction, change of expansion, dwelling units, retail sf, and on-site employees. It looks like each one gives you points🦾

Next on the agenda is Pedestrian Retail Overlay (PRO) Conditional Use. The conditional use is a driveway across public sidewalk. Approval was given. Motion was also given, and all yes' were given.

Following this, downtown/flats design review is up next. This includes DF2024-002 Flats East Bank Old River Road Redevelopment: Seeking Schematic Design Approval & DF2024-006. The Historic building was shown, & most recently in the 80s it was changed.

Motion to approve was given, and all yes' were given. This motion passed. Motion was given for the demo as well. All yes' were given for this as well.🔎 Moving onto Central Southeast Design Review, seeking schematic design approval.
