The City Planning Commission, established in 1915, is a body of seven members; six are appointed by the mayor and one is a member of City Council. The commission is supported by a staff of professional planners and architects. The City Charter gives the commission responsibility for preparing plans to guide “development and improvement” of the city and its neighborhoods, and for reviewing all legislation and other matters that concern the “use or development of land.”

Commission approves waterfront projects

Roll call was taken (all members are present), so they proceed to approve the minutes from the last meeting.
First up is a Zoning Map Amendment, Ordinance 220-2023 which will be presented by Shannan Leonard, City Staff Planner. https://t.co/KTRRjL55A3

There are no public comments for or against the ordinance and commission members do have any discussion. The Commission members approve the Ordinance which will go City Council for final approval.
Next is a Lot consolidation/split which was tabled on Feb. 3. Dan Zillich, Contractor presents for the property owner providing detailed information on what will be done with the property. https://t.co/piQZ0yEc7S
Public comment beings with Alex Frondorf who lives across the street from the property says the property owner is an out-of-town investors; for four years the residents have had to live with the property unkept; and many in the neighborhood oppose the proposed lot split.
Anita Myerson is a nearby resident who also opposes the proposed lot split. Ben Trimble with the http://OhioCity.org opposes “speculative lot splits.”
Dan McCarthy responds to the residents and Trimble saying the property was under contract for a time which limited work being done. That some rehab has been done and the house(s) are up for sale.
August Fluker, Vice Chair of the Commission notes that “ugly and having a house vacant are not illegal.” McCarthy admits that there were some violations on the property but they have been resolved.

The property requires two motions/approvals - one for demolition and a second for new parking. Commission member, Charles Slife (Ward 17) raises concern with others wanting a parking lot.
Members approve the ordinance for demolition. They also approve the parking lot.

The Commission approves the conceptual design and the property owner will be back with more details on the final design.
Next is EAST2023-010 which seeks demolition of a 2-story multi-unit residential structure which covers 10518 Arthur Ave. - 10718 Arthur Ave. Presenting for the city is Brett Parsons.
Demolition of each units/address on Arthur Ave. was approved separately by the Commission members - this includes 10508, 10518, 10612, 10512, 10617, 10528, 10718, and 10600.
Prior approval was for schematic design. Jeff Goldstein presents for the property owner stating RTA and other local entities approve the proposed project which will provide lower cost of living apartments.

Kline states the project will take over 20 months to complete construction and therefore request approval so that work can begin. Shannon Leonard explains the design review and zoning process which requires that site plan changes go back through the process.
A commission member approve the property owner come back in two weeks to present how the conditions have been met and what final design will be.
According to Einhouse, Playhouse Square is currently building out the new home of City Club of Cleveland, who announced the move earlier this year.

The Commission approves relocation of the Picket Fences artwork at Cleveland Hopkins.
The first Special Presentation was the Fairfax Strategic Investment Plan update which was presented by Denise Van Leer, Fairfax Renaissance DC.
The project is estimated to cost $4 to $5 million dollars and will include replacing furniture, updating landscaping, and repairing cracks in concrete. Timeline is Phase I in Oct. 2023, Phase II in April 2024, and completion by summer 2024.
The commission approves the project with the condition that the Commission sees Phase II before it begins.

This project is in the conceptual phase with expected completion in 2024. Commission member Diane Downing asks while ARPA funds will be used to install the project, where will funds come from to maintain the project. https://t.co/7uli7yyBXP
Alex Hamocz with Destination Cleveland is working on what the project will look like night-by-night so that it is used in conjunction with city events. Destination Cleveland has committed around $3 million to the project and is looking for the rest of the money.

Additional projects in the Mandatory Referrals will come under administrative approvals. The Commission approves Ordinance No. 520-2023, 528-2023, and 529-2023 and tables 526-2023 is tabled.
Next is Administrative Approvals for Ordinance Nos. 469-2023 demolition, removal and installation of a security guard station at 12302 Kirby Ave.
Next is Ordinance No. 483-2023 for professional services related to several vacant lots. Ordinance No. 489-2023 related to city-wide infrastructure. Ordinance 505-2023 related to an easement for the NE Ohio Regional Sewer District.
Additional Administrative Approvals for Ordinance No. 522-2023 related to professional service agreement for arts, activities, sculptures, and other amenities in downtown Cleveland. Ordinance No. 527-2023, related to design of North Coast Connector …
Additional Administrative Approvals for Ordinance No. 530-2023 related to the Irishtown Bend project and Ordinance No. 531-2023 related to the Cleveland Harbor Eastern Embayment Resilience Strategy project. All were approved by the Commission.
